Release of FY2025 CoC Competition Application Guidelines

We are pleased to announce that the FY2025 Central Mississippi CoC Program Competition Application Guidelines are now available for all new and renewal project applicants. These guidelines outline the full requirements for participation in this year’s local competition and reflect all applicable elements of HUD’s FY2025 CoC Program NOFO, released November 13, 2025, with approximately $3.918 billion in funding available nationally.

As required by HUD, the Central MS CoC will conduct a local competition to determine which projects will be included in the Consolidated Application and how they will be ranked. All applicants seeking CoC Program funding must participate in this process.

Application Deadline:
All project applications—one original and three hard copies—must be received no later than 4:00 p.m. CST on December 12, 2025, at:

Eligible Applicants:
Local governments, Public Housing Authorities, and nonprofit organizations with at least two years of 501(c)(3) status. For-profit entities are not eligible to apply or serve as subrecipients.

FY2025 Competition Timeline

  • Nov 13: HUD releases FY25 NOFO
  • Nov 18: CoC announces local competition
  • Dec 1–5: Technical assistance available
  • Dec 12: Applications due
  • Dec 19: Priority Listing published
  • Dec 22: Appeals due
  • Jan 14: Consolidated Application submitted to HUD

Technical Assistance

Applicants needing support must email mstamps@centralmscoc.org by December 1. TA will be scheduled during the week of December 1–5. Applicants are strongly encouraged not to wait until the last minute to request support.

Requirements for New and Renewal Projects

The guidelines outline all required documents, including:

  • e-Snaps project application (PDF export)
  • Current SAM.gov registration
  • Most recent independent audit
  • HMIS and Coordinated Entry commitments
  • Housing First admissions/rules (draft for new projects; current for renewals)
  • Match documentation (minimum 25%)
  • HUD Forms 2880 and LLL
  • Environmental Review documentation
  • Monitoring results or statement of no monitoring
  • e-LOCCS drawdowns or financial records (as applicable)
