HUD Notice: FY24–25 CoC NOFO Implementation Plan and Next Steps

Dear Central Mississippi CoC Members,

I am writing to share the linked HUD notice titled “FY24–25 CoC NOFO Implementation Plan,” dated December 30, 2025, which was issued pursuant to the federal court order in State of Washington/NAEH v. HUD.

This notice outlines HUD’s plan to reopen the FY24–25 CoC NOFO for the purpose of processing eligible renewal and reallocation projects while the court’s preliminary injunction remains in effect. Key highlights include:

HUD anticipates reopening the FY24–25 CoC NOFO by January 6, 2026.

The reopened NOFO will allow for renewal, YHDP renewal/replacement, and reallocation applications consistent with the FY24–25 NOFO requirements.

HUD expects the application window to close around February 19, 2026.

All projects will be subject to threshold review, risk review, and cost adjustments, including updated Fair Market Rents.

HUD anticipates announcing FY24–25 CoC awards in May 2026, barring any further legal or administrative delays.

At this time, CoC-funded agencies—particularly those with renewal or reallocation considerations—should carefully review the attached notice and begin preparing for the upcoming NOFO reopening. Additional guidance, timelines, and local CoC requirements will be shared as HUD releases further instructions and as we finalize our local competition process.
