FY24–25 CoC Program NOFO Released – Important Information for CoC Members

Dear CoC Members,

HUD has officially released the FY24–25 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO), establishing the framework and timeline for this year’s CoC funding competition. This NOFO is being implemented in response to recent court actions directing HUD to proceed using the FY24–25 NOFO structure and priorities.

At this time, HUD’s process is designed to prioritize stability across CoC-funded programs. Most existing CoC projects are expected to renew for an additional year, with new grant terms anticipated to begin in 2026. This approach is intended to ensure continuity of housing and supportive services for people experiencing homelessness while broader policy and legal issues are resolved.

Key dates released by HUD include:

• NOFO opens: January 9, 2026

• e-snaps opens: January 16, 2026

• Application deadline: February 9, 2026

• Awards anticipated: March 2026

For renewal projects that are not being reallocated or replaced, HUD has indicated that a full renewal application will not be required. However, all renewal recipients must ensure that Annual Performance Reports (APRs), audits, and other required grant materials are current and submitted in accordance with grant agreement requirements to avoid delays in award processing.

While the court cases that affected the CoC Program remain ongoing, HUD is proceeding with this process as though it is final. Our CoC will likewise move forward in alignment with HUD’s guidance to ensure our community remains positioned to receive its funding without interruption.

Additional details and clarifications are expected from HUD in the coming weeks. We will continue to keep the CoC informed as new information becomes available and will provide guidance on any required actions for project recipients and CoC stakeholders.
