Court Order Released - FY 2025 CoC NOFO Blocked Until Further Notice

December 23, 2025

Dear CoC Members and Community Stakeholders,

The Court has released its order granting the States’ and the National Alliance to End Homelessness’ (NAEH) request for preliminary relief related to the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).

As a result of this ruling, the FY 2025 CoC NOFO is blocked until further notice. Specifically:

  • HUD cannot take action on the FY 2025 NOFO released last Friday
  • HUD cannot release a third version of the NOFO
  • HUD cannot establish new NOFO deadlines
  • HUD cannot accept applications under a new or revised FY 2025 NOFO

The Court has ordered HUD to take steps to process FY 2025 CoC renewal funding and to inform CoC Program recipients of the steps being taken toward processing renewals within 14 days, no later than January 6, 2026.

It is important to note that this ruling is a preliminary order, and HUD may choose to appeal the decision.

Additionally, pursuant to Executive Order, Federal courts will be closed December 24–26. As a result, we do not anticipate receiving further updates, guidance, or any action contrary to this ruling until next week at the earliest.

What This Means for Our CoC

  • The local competition remains paused
  • Our immediate focus will shift to monitoring HUD guidance related to renewal project processing
  • We will communicate promptly once HUD provides additional direction or required actions for recipients

We recognize the uncertainty this creates and appreciate your patience as this situation continues to evolve. Please be assured that we are closely monitoring developments and will keep the CoC informed as soon as new information becomes available.

If you have questions or concerns, please feel free to reach out.
